Vote Description

H.R. 2693 increased the national debt limit by $2.4 trillion—the largest increase in American history—in exchange for the promise of discretionary cuts in the future, a deficit reduction and a sequestration plan that mandated further cuts to the military.

Heritage Action Position

The bill jettisoned the requirement for passage of a balanced budget as a pre-condition to any part of the debt limit increase, and it ensured that President Obama would enjoy a free credit card until after the 2012 elections. The cuts – especially sequestration – fell disproportionately on the military and the commission nearly brought about a massive tax increase. Furthermore, this Budget Control Act permanently locks in higher levels of discretionary spending and makes it more difficult for a subsequent Congress to cut more spending.
